Add to Home Screen links to normal view in Safari

On my iPhone 7 with iOS 11.4, the 'Add to Home Screen' function creates an icon which opens the interface in Safari (not full screen). Also, the icon for this shortcut is a mini screenshot of how the page looked when saved.
