The definition of Controlled-Access Highway is:

A Highway that is designed for high-speed vehicular traffic, with all traffic flow and ingress/egress regulated.

This is an excellent example of theory vs. practice.

  1. California's transportation laws require that bicycles be accommodated. The general idea is that a cyclist can't be forced to take an unnecessarily long detour. I don't know the details, but there are (or at least were – I haven't checked in years) sections of Interstate 5 on which bicycles are permitted, the alternative being to go many extra miles on small roads.
  2. If you've been on interstate highways in the west, you've seen the many informal entrances and exits used by ranchers, lumber operations, miners, etc.

I think the simplest thing to do is drop "all" from the definition:

A Highway that is designed for high-speed vehicular traffic, with traffic flow and ingress/egress regulated.
