Remove unused DebugHelper from browser_tests #8581
Description
As discussed in PR #8510, the DebugHelper utility in browser_tests/fixtures/helpers/DebugHelper.ts is no longer actively used and can be removed to reduce maintenance burden and code complexity.
Context:
- The helper was originally created for debugging test failures
- Team members have indicated it's no longer in active use
- Removing it will simplify the test utilities
