TSR: remove verboseFileRoutes, add router file

Removed the verboseFileRoutes setting, it's not documented, it doesn't look like a priority or something they'll keep supporting.

Split the router into its own files, otherwise there's a bug with the TSR plugin where we end up with a duplicate of website/root.tsx after HMR.
