CLI Ignoring reinitWatchDirectory in box.json

Brad posted an important update concerning the coldbox-cli and how it might be using some outdated code:

...it appears that when you split the ColdBox commands into the coldbox-cli repo, you used an old version of the code. The changes from ticket CommandBox-1547 were present in the last CommandBox version that had the ColdBox commands:

commandbox/src/cfml/system/modules_app/coldbox-commands/commands/coldbox/watch-reinit.cfc at v5.8.0 · Ortus-Solutions/commandbox

but were missing from your first commit in the new repo:
first import · ColdBox/coldbox-cli@29624ed

Please help find out what happened here and why functionality was lost as well as what other changes may have been lost and get this restored.
