The scripts have their own dependencies. So in order to use the notebooks these need to be installed. But - perhaps more imporantly - they also require a project called for the (local by default) centralised model handling. PS: This may not fully work as intended yet. The requirements file tends to lag behind the core lib. So this step may install a different version of medcat before the following PR is merged and released (probably 2.6): CogStack/cogstack-nlp#332

This PR adds a message to install requirements for scripts.
There was a notable change that had to happen, though - the requirements file seems to lag behind the core lib, so it has to be fixed.
