[External Cursor API] Cursor fine-tuning

The cursor can get quite "jumpy" if the cursor position and playback do not align well (which can easily happen).

In this item we do:

1. try to make things more smooth and avoid a jumpy cursor
2. handle intermediate cursor positions (instead of snapping to beats)
