Two missed issues with the onboarding on a WP multisite

Step-by-step reproduction instructions

Issue 1:

1. On a multisite, with TPC installed, but not activated
2. when logged in as super admin, I activate TPC and after that activate Neve
3. at that point, the onboarding shows up.
4. If I click on the button to Go to the dashboard
5. and after that, click on Try on one of our starter sites, I get the message “Sorry you are not allowed to access this page“ https://www.loom.com/share/6cda5f1d3ffe4454abab455dded46b80

Issue 2:

1. On a multisite, with TPC installed and activated
2. when logged in to an admin user ( not super admin ) that doesn’t have rights to install or activate plugins (https://vertis.d.pr/i/bof0UO https://vertis.d.pr/i/2pcG1z )
3. when that user activates Neve, the notice from Neve appears, telling him to Try one of our starter sites. -> In this case, he can’t activate the plugin and maybe the notice should not be there anymore, as it's just loading forever
