Option of "default statement language" for contest

For example, if I have only one problem in Russian, I cannot build Russian for contest. I might want to have those problems that I have in Russian - in Russian, others in English.

Partially fixed. Now one can build custom contest statements/tutorials (mixing languages) with the "Advanced" menu item in the sidebar.
