The Situational Report Page displays a list of situational reports arranged as cards.
The cards contain information about each report that should be added from Payload:

1. Title
2. Date Published
3. Brief description
4. A "Download Full Report" call to action

Acceptance Criteria

1. The Reports should be displayed in the order of the most recent published report
2. The output of this page should be responsive both on Desktop, Mobile and Tablet
