Description

Rohtak lacks a centralized and user-friendly grievance submission and resolution tracking system. There is a state-led portal but accessibility of it remains a concern for common citizens thus they rely on manual channels or fragmented department-wise complaints, leading to poor issue visibility and lack of accountability.

Feature Requirement
This project aims to build a WhatsApp-based and/or web-based chatbot where citizens can:

  • File grievances in structured formats
  • Automatically route complaints to the correct department
  • Receive a unique ticket ID and updates on complaint status
  • Allow officers to view, update, and resolve complaints via an admin interface

This tool will also generate summarized dashboards for administrators to monitor departmental resolution trends.

Goals

  • Design a chatbot flow for complaint registration
  • Integrate ticket creation and routing logic with department mappings
  • Live chatbot with routing flow deployed for 2 departments
  • 2-way communication between department officers and citizens to be enabled for progress tracking/announcements via broadcasts/personalised messages
  • Admin dashboard shows logged complaints and allows status updates
  • Ticket tracking works for citizen re-query by ID

Setup/Installation

WhatsApp API (e.g., Twilio or Gupshup) and/or web interface

Backend: Firebase or PostgreSQL

Admin UI: Retool/Streamlit or custom React dashboard

Department mapping and escalation matrix to be provided

Expected Outcome

One-stop grievance registration and tracking system for citizens

Admin interface to monitor and respond to complaints

Greater transparency and accountability in grievance redressal

Acceptance Criteria

✅ Citizens can file complaints and receive ticket IDs via bot
✅ Complaints are correctly routed to departments
✅ Officers can view and update complaint statuses
✅ Dashboard displays complaint metrics by ward/department/status
✅ System tested with pilot rollout in 2 wards

Implementation Details

Bot UI: WhatsApp or Web (React/Telegram optional)

Backend: Firebase or PostgreSQL

Admin Panel: Retool/Streamlit

Auth: Officer login for status updates

AI Use (Optional): Classify complaint category from text input (simple rule-based or classifier)
