As a BRANCH user, I want reports to be stored somewhere

Description

Create an S3 bucket called c4c-branch-generated-reports in a new s3.tf file without our AWS folder

• Ensure the terraform plan is creating a new S3 bucket
• Ensure the name is not taken, change the name if it is
