Bootstrap the Frontend

As a BRANCH dev, I want the frontend bootstrapped so I can start adding pages

## Description
Remove everything currently in the frontend folder. Bootstrap a new next.js application. Confirm that it runs.

## Acceptance criteria
- A working next.js application
