portblock: use ss when available, netstat is "obsolete" #1690

netstat was "deprecated" ~ ten years ago already.
Finally distributions are no longer installing it by default,
or drop it completely.

Not sure about the feasibility of "ss -kill".
Also, we do not handle IPv6 yet, though that should be easy enough?
