Setting Fire in another faction's camp is not considered hostile #79397

Describe the bug

When in another faction's base, such as the Exodii, you can set fire to furniture, items, or terrain, and it is not considered to be a hostile action. This allows the player to set fire around a faction's storage room, causing even guarding NPCs to run away. Then by blocking the door they can loot all the items without incurring any loss of reputation.

Steps to reproduce

  1. Go to the Exodii or another Faction Base
  2. Set fire to something flammable
  3. Laugh while they run around and die, at no risk to yourself. If you leave, anyway.

Expected behavior

When you go to a faction base and attempt to start a fire, you should be warned this may be seen as hostile.
If a faction member witnesses you starting a fire, this should be counted as aggressive. Unless it's in a container that is fire safe.
