Describe the bug
NPC's not reaching targeted tile for work,instead the stand next to another NPC (already working) asking them to move so they can pass (also dropping their materials) .
Steps To Reproduce
- Create a 10 tile long, continuous, dry rock wall construction order, via zones.
- have the materials, (943 rocks) further away.
3.1. talk with NPC's order them to do construction work.
3.2. or assign to base camp, with construction duty only.
4 have character to do something or just pass time.
Expected behavior
I expected every NPC to go to a tile and start working (for his food and safety :) )

Additional context
it is annoying (extremely) that npc's, instead of going to the adjacent tile that is free they choose to go through other npc's or the character. An idea, is to mark the occupied tile of the charaster or npc as impassable for pathfinding calculations.
Note : noticed that same path find issue happened with closed windows, npc's keep waiting for the window to open instead of going around to the door.
