cursor should follow pointer. as @anothersimulacrum did in #45815
this would greatly help blind players.

i'm actually surprised by this report, because i was told by a blind user not that long ago that the cursor was correctly following when using look around.

but it in theory should be exempt from stale now that i have it in a project.

tested on latest master ncurses. cursor isn't on Terrain tile.

Seconding question above - shouldn't accessibility issues be excluded from stalebot?

last time we fixed it with configuration and adding it to a project. this is a new stale mechanism, i'll investigate.
