Describe the bug

(W)earing inactive Shooter's Earmuffs does not inflict "Deaf!" as a status. Can still hear footsteps etc.

Steps to reproduce the behavior:

1. Equip Shooter's Earmuffs
2. Take a few steps.

Expected behavior

Inactive Shooter's Earmuffs should deafen the character to all sounds like other noise-cancelling headwear.
