📝 What does this PR do?

This PR updates Hextra Theme to 0.10 release with:

• Custom layouts more close to upstream to ease updates
• Fixes for width management, pagers, etc.
• The new dropdown menu for API in header.
• The new synced tab behavior (you select pnpm in a tab, all tabs sync to it)

This Hextra release introduces breaking changes this PR address:

• Fix previous bad link behavior: they are now relative to base URL and not domain root. So all /developers/XXX links are now /XXX. Links checker checked 2036 links with 0 warnings found in this PR.
• Moves to TailwindCSS 4 as previously announced, style names/target are now updated

As OpenAPI layout needed custom CSS/JS hard to maintain and we use Swagger now, I've configured the Swagger module for API v2 browsing. We'll use it for v4 when ready.

As OpenAPI layout needed custom CSS/JS hard to maintain and we use Swagger now, I've configured the Swagger module for API v2 browsing. We'll use it for v4 when ready.

Hi @davlgd regarding Swagger/OpenAPI: would you mind submitting a feature request to Hextra? I'm considering providing a template or shortcode to embed Swagger documentation, similar to what Docsy provides.
