mixin_configs property should respect use_mixins toggle #67

The newly introduced mixin_configs property in commit 66d55c7 causes the configs to get written to the manifest in any case, not respecting the global use_mixins toggle. This will throw MixinInitialisationErrors for non-Mixin mods at runtime.
