UHF-9761: Remove user_inquiry code

UHF-9761

What was done

• Removed all user_inquiry related code.
• Updated the cookie compliance information to exclude the Nordstat local storage rows.
• Updated cookie compliance version number.
• Updated the chat leijuke version number.

How to install

• Make sure your instance is up and running on latest dev branch. I use SOTE in the testing instructions.
  • git pull origin dev
  • make fresh
• Update the Helfi Platform config
  • composer require drupal/helfi_platform_config:dev-UHF-9761
• Run make drush-updb drush-cr

How to test

• Make sure that you are not able to find the user inquiry block from the attachments region anymore here: https://helfi-sote.docker.so/en/health-and-social-services/admin/structure/block
• Make sure that statistic cookies (Tilastointi) table doesn't include Nordstat rows anymore here: https://helfi-sote.docker.so/fi/sosiaali-ja-terveyspalvelut/evasteasetukset They were the last six rows.
• Go to https://helfi-sote.docker.so/fi/sosiaali-ja-terveyspalvelut/terveydenhoito/hammashoito and make sure the Hammashoidon chat is still alive and well. It uses the chat leijuke code that was stripped of the user_inquiry code in this PR.
• Check that code follows our standards
