UHF-9107: Unified button placement on filter searches

UHF-9107

What was done

• Submit button on unit searches was moved below the filters on all cases.
• Description for inputs was styled a bit to avoid large gap between the input and description.

How to install

• Make sure your instance is up and running on latest dev branch.
  • git pull origin dev
  • make fresh
• Update the HDBT theme
  • composer require drupal/hdbt:dev-UHF-9107
• Run make drush-cr

How to test

• Go to check unit search on basically any instance (for example SOTE is good since there is many unit searches) and make sure the button is placed after the filters on all occasions like in the designs here: https://www.figma.com/file/scFGZaDYTyUYBhY1JMKoJq/Hel.fi-Suodatushaut?type=design&node-id=236-29080&mode=design
• On SOTE check the Healthcare search that the submit button placement is similar to what the designs have: https://helfi-sote.docker.so/fi/sosiaali-ja-terveyspalvelut/terveydenhoito/terveysasemat
• On SOTE check the Maternity search that the submit button placement is similar to what the designs have: https://helfi-sote.docker.so/fi/sosiaali-ja-terveyspalvelut/neuvolahaku
• On HALLINTO instance check the https://strategia.docker.so/fi/paatoksenteko-ja-hallinto/ota-yhteytta-helsingin-kaupunkiin/neuvontapalvelut filter search that it follows the same rule here as well.
• Check the KASKO PR linked to this PR as well. KASKO has a bunch of custom filter searches that need to be checked separately.
• Check that code follows our standards
