Description

When using an NPC that has an offset applied (i.e. a block display NPC) does Citizens fail to load, printing an error with what seems to be a YAML parsing tag issue:

Using build 4154, the error doesn't appear anymore.

But I noticed another issue. The NPC in question no longer shows.

No errors or warnings in console.
The NPC appears in the /npc list and the number of loaded NPCs matches said list too.
