Improve signage related to repo deprecation

If this repo is now deprecated (and given no changes since last year, EOL?) this should be reflected in clearer signage. At very least the repo should have the deprecation notice moved to the top of the readme. It may be even better to mark this repository as read-only if this is not even used for support requests anymore
