Does not run on default python version provided by orb

What happened:

ERROR: This script does not work on Python 3.8. The minimum supported Python version is 3.9. Please use https://bootstrap.pypa.io/pip/3.8/get-pip.py instead.

we need to not use python version 3.8

Expected behavior:

Bug persists on the version circleci/path-filtering@1.2.0 as well

for those who also run into this - explicitly setting the python version for the image works as a workaround for now

@kamal-adel149 If you need to use python3.9 you can fork this orb and change the executor to use a docker-image with a pip installed that supports 3.8.
The issue is that the installation script for pip is updated and the minimum version is 3.9 yet.

pip stopped support for python 3.8. It's time the default python version for this orb gets updated. It works with 3.13.
