docs: fix inaccurate examples in skills and CLI docs - #2922

- cookie-debugging: reload via `navigate_page` with `type: "reload"`
instead of the non-existent `reload: true` argument.
- cookie-debugging: document that page-scoped tools require `pageId`
(pageIdRouting is on by default) and include it in the
`list_console_messages` example.
- chrome-devtools-cli: use `<lat>,<lon>` geolocation format ("0,0").
- chrome-devtools-cli: pass both required positionals to `install_pwa`.
- chrome-devtools-cli: `get_heapsnapshot_details` takes only
`<filePath>`; list it before `get_heapsnapshot_class_nodes`, which
takes a numeric class ID obtained from the details output.
- troubleshooting: use `NODE_DEBUG=*` instead of `DEBUG=*` for verbose
logs.
- troubleshooting: list tools that are actually `readOnlyHint: true` in
the read-only mode symptom and drop the hard-coded tool count.
- troubleshooting: `--slim` also enables script evaluation.
- cli.md: verbose CLI logs require `NODE_DEBUG=*` and restarting the
daemon with `--logFile`, since the daemon does not write to the
terminal.

Fixes several skill and CLI doc examples that don't match the current tool schemas or CLI arguments. Each corrected example was checked against a local build of main (MCP
tools/list/tools/calland the builtchrome-devtoolsCLI).navigate_pagereloads withtype: "reload", notreload: true(cookie-debugging skill tells agents to callnavigate_pagewithreload: true, which the tool rejects #2906).
