Add opt-in ChatGPT Streamable HTTP/OAuth mode for chrome-devtools-mcp. Validation covered Docker build, focused HTTP/OAuth test, public health, OAuth discovery, static Bearer MCP initialize/tools list, dynamic registration, PKCE authorize/token, and OAuth Bearer MCP initialize. The temporary VPS test service remains running unchanged after merge.
