Synchronize the remaining v0.1.2 release surfaces
Fresh evidence after the earlier release-state fix is that several active surfaces still contradict this new SHIPPED record: README.md:144 calls v0.1.2 “in progress,” docs/TESTING_GUIDE.md:41-42 says its tag and public-artifact proof are unverified, UPGRADING.md:142-144 says the correction is unpublished, and docs/platform/V0_1_1_WINDOWS_STARTUP_INCIDENT.md:162-204 still instructs agents to prepare the release and says no artifact exists. Users and agents entering through those documents will continue treating a live release as gated, so update them or explicitly date/archive the pre-release checkpoints.
