What changed in this PR

Simplifies downstream release dispatches so Homebrew, GitHub Actions, and Azure Pipelines receive only the version as release metadata.

Changes:

  • Makes release flags optional and defaults dispatches to the target repository’s default branch.
  • Reuses the shared dispatch-and-watch action for Azure Pipelines.
  • Adds concurrency groups for downstream updates and removes Homebrew’s release eligibility filter.
File Description
.github/workflows/release.yml Simplifies downstream dispatches and adds serialization.
