Speak4 API integration with Email page on Admin

speak4 is a platform for communicating with legislators. TCBA uses this externally and wants to incorporate it into their site. This could be like a separate tab in the Email section (currently there's Compose Email, Sent Emails, can have a tab for Speak4 right next to it) which connects to the API and allows communication with legislators. You'll need to look at the documentation for the API, create a Speak4Controller.ts, and add routes
