peerDAS - audit use of custody groups, columns, and subnets

There are a few of these TODOs in the branch:

It seems like there are 3 different units used: column indexes (1 column = 1 index), custody groups (n columns = 1 group), and subnets (n columns = 1 subnet). Probably would be worth doing a pass through the spec and identifying which units are used where.

Might not be high priority for Fulu since currently 1 column = 1 group = 1 subnet.
