Follow up to #722.
Passes the custom ellipsoid to
TilesetOptionsandRasterOverlayOptions. This fixes tilesets withregionbounding volumes that use custom ellipsoids. I don't think this has any affect on Cesium Moon Terrain since it usesbox, but it's a good fix nonetheless.
