Once https://github.com/Certora/EVMVerifier/pull/7989 and https://github.com/Certora/EVMVerifier/pull/8003 are merged, there is not need to mock the creation of instructions because the memory domain can precisely know which program id and instruction is being called during a CPI to spl-token program.
IMPORTANT: do not merge until https://github.com/Certora/EVMVerifier/pull/7989 and https://github.com/Certora/EVMVerifier/pull/8003 are merged
