Project loading resulted in empty project (while images exist) due to code structure

Describe the bug
Loading of project come with progress update
With reference to the code, project might be regarded as loaded if.

• number of total images = 3
• loading progress set to start at 1 as default through the lines
• when these lines hit, project loader uuid list will still be empty (because the images still loading)
  yet project already loaded,
  causing the project to load no images

Note: this bug is reproducible in the v2 layout
