Purpose
Add rel=”describes” link to the link response header of osf.io/metadata/
link should point to osf.io/<project_guid> and osf.io/<registration_guid> pages for project metadata page and registration metadata page respectively
These metadata resource URLs will use the level 1 recipe (links in the HTTP header)
