Update Resources Webpage to add Categories

Currently the resources page only has course registration resources. The webpage needs to be updated to accommodate different categories of resources

⚒ Action

Update the webpage layout to have a landing page with categories and different pages for resource types

Share a mockup first for feedback

• Website changes have been made
• Finalized version merged
