Holding this one despite green CI: the React 18→19 major bump is fleet-policy gated (Capsize-Games/hq#31, open). Merging here would move the dashboard to React 19 while spikeforge/client stays on 18.3.1 — divergence in the other direction — and the @capsizellc/ui adoption it would unblock is tracked in #21. Merge once hq#31 records the React-19 decision (or explicitly blesses dashboard-first). No technical blocker: build, e2e, and electron are all green on this branch.
