We don't want to wait for the currently running task to complete before scheduling another task for this section because it has been marked as needing another update since the currently running task on it was dispatched. also clear pending updates from empty sections with sort tasks
…may be missed Tasks could end up not being picked up if a task is scheduled while another one is already running but the camera is stationary as to not trigger a graph update
