When using Ping or SNMP Uptime, host is not always detected properly

Describe the bug

Spine, in the latest develop, does not handle "Ping or SNMP Uptime" properly resulting in missed down hosts.

Expected behavior

Spine should handle these cases properly.

I have the same issue with spine on 3 different instances, cmd gives correct behavior.

Cacti Version 1.2.25
SPINE Version 1.2.25
