On large systems, more concurrent script servers are needed

Currently spine is limited to being services by only 10 concurrent script servers.  It would be better to have a larger pool.

**Describe the solution you'd like**

Add additional script servers, start them in parallel if possible.

**Describe alternatives you've considered**

More concurrent processes with less threads.
