Summary

Adds integration tests for creating org users with registry flag set to true.

Looks good to me. Checked locally and they all pass.
One thing of note is that the other files in this integration-tests/org/ directly seem to separate the registry-flag unit tests from non-registry-flag tests into distinct files, so you could make the change for consistency -- but I am still approving since it's not really needed
