No tests for rules-count?

Should reporter.stat rules have tests written for them? I thought so, so I started writing one, but then realized perhaps you had a reason for not including tests @nzakas. Shall I submit a pull request?

The only reason is because we weren't using it anywhere. Certainly never hurts to have more tests!
