Variable specificity for a given element

The specificity of a rule should always be equal for rules that style the same element.

html body .myModule div .hd{...}
.myModule2 .hd {...}

versus

.myModule .hd{...}
.myModule2 .hd{...}

Perhaps better described as "the last part of a selector should always have the same number of preceding parts"? Not really just about elements?
