Service summary should only indicate services that are available and not available for a person #11
Description
For example, some services (such as Adult Social Services) do not apply to children. The service summary should still return these, but indicate that they are not covered and include a reason why this would be the case, e.g.
- Adult Social Service - data not available for those under 18
- Police - YOS data not included
