Compression ratio goes under 1 when error tolerance is small

Hi.

I'm trying to compress turbulence flow data but when the tolerance is small like under 0.00001 compression ratio goes under 1 
, which means the compressed data is bigger than the original data.
Is this a bug or it is normal?
