Rack updated to redirect calls to '/' to '/portal'
ℹ️ Context
Switching to custom subdomains for the portal. Because the load balancer for the custom subdomain needs to handle calls to '/', we are having Rack do it.
🧪 Validation
CI and local smoke tests pass.
