Addressing Iss41

Addressing #41. Here are the changes in brief:

1. The tool can now be run on multiple HPCs,
2. minimum requirements that should be available are jq and getopts,
3. the CLI had a minor change, where the --account is removed, and JSON configuration files are instead used to address intricacies of various HPCs,
4. end users have more flexibility in deploying the tool anywhere,
5. The documentation has moved to readthedocs,
6. some tests are implemented by users on various cluster.
