Update Telemetry to v1.3.1 and switch to header-only integration
Details
Updated Telemetry submodule from v1.2.0 to v1.3.1.
Switched all plugins to use Telemetry as a header-only dependency via target_include_directories instead of linking against the telemetry::telemetry target.
