socket.io support

Initial release extended by prove of concept use of socket.io interface provided by liberouter-gui.

ncgui.tgz file provides compiled Angular frontend with Flask backend runnable as a standalone web server. Configuration of the web server and backend is not included, but the one included in our *-release vagrant image(s) can be used.
