Avoid hopping through clients and gateways

In real Project Loon, using clients or gateways as an intermediate hop should result in a performance hit. This should be prohibited if we're using LTE to cellphones. In OUR implementation, perhaps we could use them with a lower priority as a method to help ensure connectivity of our network graph.
